Last December 11, 2020, Hon. Gaspar G. Chilagan Jr. turns over processing machines for the establishment of a Nutri- bread production center for the Halag Youth Community Service Organization, Root crops-based and rice-based processing center for 4H Club Ubao and four (4) units of Science and Technology Academic and Research-Based Openly Operated KioskS (STARBOOKS) to Halag Elementary School, Ubao National High School Extension, Aguinaldo National High School Main and Annex as component of the Community Empowerment through Science and Technology (CEST) program for the municipality of Aguinaldo. The implementation of the program was through the collaborative efforts of DOST CAR through PSTC-Ifugao’s Engr. Genna B. Jallorina, LGU Aguinaldo through Hon.Gaspar G. Chilagan Jr. and Ms. Melissa P. Lapugan, and Schools in Aguinaldo through Ms. Jeanalyn T. Pengiton, Mr. Leo Bartz D. Madangeng, Mr. Janry L. Panapan and Mr. James P. Nalunne .
