Signing of Memorandum of Understanding between DOST XII & three high schools recipient of STARBOOKS linked

TACURONG CITY –Three Secondary High Schools in Sultan Kudarat province signed a Memorandum of Understanding (MOU) between the Department of Science and Technology Region XII (DOST XII) last February 1, 2021, in Sultan Kudarat province.

DOST XII Regional Director Engr. Sammy P. Malawan, CESE represented the DOST XII while the three secondary schools were by their respective school principals in the persons of Ms. Agnes S. Morante of Pangasinan NHS, Ms. Shirly S. Bagayas of New Panay NHS and Mr. Haron M. Kabugatan of Lambayong National High School.

In his Message, RD Malawan commended the school principals for availing the STARBOOKS software also known as a “Library in a Box” which was developed by DOST-Science and Technology Information Institute (STII). The software contains a compilation of digitized books, research articles from various S&T journals, technology information, videos of DOST mature technologies, as well as learning materials for the Senior HS. The information is accessible even without an Internet connection since the information is stored in its server.

“I hoped that more schools would avail of the project.” Engr. Malawan said.

Sultan Kudarat Provincial Science and Technology Director Ms. Zenaida D. Guiano welcome the guests and thanked Regional Director Malawan for allowing the event to be held in the office. She also appreciated the three secondary principals for reaching out to DOST XII for them to avail of the STARBOOKS software with the noble purpose of empowering both the students, teachers, as well as community constituents.

Engr. Szalinah S. Mercado, Supervising SRS & OIC for Technical Services Division, explained the provisions of the MOU. She also emphasized the monthly submission of library users to DOST XII, as well as the part that recipient schools cannot alter nor change the contents of the software. Engr. Mercado urged the school heads to maximized the usage of STARBOOKS and clarified that updating must be performed by DOST XII staff.

The (S&T Academic Research-Based Openly Operated KioskS) – STARBOOKS plays a vital role in providing Filipinos S&T educational resources, especially to public libraries and schools that have inadequate resources. Since its implementation in 2012, STARBOOKS has already been installed in various sites across the country. In Sultan Kudarat, the Provincial S&T aims to install more STARBOOKS software to various partners, schools both public & private, community libraries & Higher Education Institutes (HEIs).
