Ceremonial Turn-over, Orientation and Training of STARBOOKS on 29August2019 at the DepEd-Benguet Conference Hall to 15 elementary and secondary schools in the province of Benguet.


During his Welcome Remarks, Mr. Glenn Duguis extended his appreciation to the DOST, saying that the STARBOOKS is a "laudable effort of the DOST-Science and Technology Information Institute to support education...since it plays a pivotal role especially in remote areas with inadequate resources".


Dr. Nancy A. Bantog, Regional Director of DOST-CAR in her message, presented the partnership of DOST-CAR and DepEd-CAR not only in the deployment of the STARBOOKS but also in the promotion and advocacy of the DOST scholarship programs. She said that in CY 2018, the DOST-CAR deployed a total of 42 STARBOOKS sets for Phase I and an additional 44 STARBOOKS sets for Phase II to priority DepEd elementary and secondary schools in the Cordillera region. Specific for Benguet, the province is a recipient of a total of 22 STARBOOKS sets with seven (7) in Phase I and 15 for Phase II. Likewise, since its roll-out, there are now a total of 215 STARBOOKS beneficiaries in the region. Dr. Bantog urged the DepEd-CAR to look into the possibility of providing the science digital library to all public schools, to partner with the LGUs for the provision of the hardware since the DOST-STII provides the software for free.


Meanwhile, Dr. May B. Eclar, Regional Director of DepEd-CAR in her message, said that only a few schools have functional libraries and the non-exposure of learners to S&T materials will result to decreasing their chances to be innovative and creative thinkers. "There is a need to enhance the access to S&T materials because the learners are the ones who will come up with solutions to pressing problems in the future", she added. With the STARBOOKS, Dr. Eclar praised the technology saying that "there is now a whole library in front of us."


During her acceptance message, Dr. Marie Carolyn B. Verano, Schools Division Superintendent- SDO-Benguet thanked the DOST-CAR for the deployment of the additional 15 STARBOOKS sets in the province. She also urged the principals, librarians and IT staff present to maximize the use of the science digital library to improve the learners in the areas of science, technology, research and innovation. Finally, she said that Dep-Ed Benguet will include the STARBOOKS in their monitoring activity to ensure that these are maximized.


After the orientation and training conducted by Ms. Sheila Marie B. Singa-Claver, STARBOOKS Focal Person and Ms. Christine Joy A. Tayab, STARBOOKS staff, Dr. Arnold Inumpa, Provincial S&T Director- Benguet gave his Closing Remarks. He again reiterated the importance of maximizing the use of the science digital library for the learners in the province since "it is for this reason that the units were deployed in the first place".


The STARBOOKS was turned over to priority elementary and secondary public schools in the municipalities of Atok, Bakun, Buguias, Itogon, Kibungan, Mankayan, Tuba, and Tublay.
