The Mabalacat City College is currently establishing an ICT Hub inside its library where the students/teachers/researchers can access the DOST's STARBOOKS. MCC is an epitome of the "good soil" in the parable of the sower-Matthew13.
Just the software from DOST and the rest was taken cared of by the institution.
